Kwabena Adu-Boahene, the erstwhile head of the National Signals Bureau (NSB), has vociferously rejected allegations of financial impropriety, shedding light on the intricacies of the GH¢49.1 million in question.

In a meticulously crafted letter addressed to the National Security Coordinator, Adu-Boahene provided an exhaustive account of the disbursement of the funds, which included substantial payments to Members of Parliament and the special aide to the President-elect from the 2024 elections.

Adu-Boahene averred that the funds were inextricably linked to transactions between two accounts established by National Security to cater to pressing operational exigencies.

He elucidated that the Bureau of National Communications account functioned as a specialized operations account, whereas the BNC Communications Bureau account served as a bespoke vehicle for executing sensitive transactions.

According to Adu-Boahene, a significant amount of GH¢9,537,000 was remitted to ISC Holdings as part payment for cutting-edge cyber and electronic surveillance systems. Furthermore, GH¢6,900,000 was disbursed to personnel and operations bolstering national stability and counter-terrorism initiatives.

Adu-Boahene also revealed that GH¢960,000 and GH¢309,000 were allocated as allowances to MPs on the Defence and Interior Committee and the Subsidiary Legislation Committee, respectively, during the ratification of the NSB Act and its associated Legislative Instrument.

Moreover, GH¢8.3 million was purportedly allocated to an opposition party for the procurement of communications equipment to facilitate election results collation. A sum of GH¢5,135,000 was allegedly paid to the special aide of the President-elect for the acquisition of high-end vehicles, including luxury models.

Adu-Boahene defended his actions, stating that he was divulging the information “with great reluctance” and solely to vindicate his reputation.

His revelations are poised to spark intense public scrutiny and debate, particularly in light of growing concerns regarding transparency and accountability within national security operations.
